1860–1900 Appleby Line: the 560-home, three-tower proposal at Ironstone Drive is still listed as under review, with no decision posted

ICP Developers' application would replace a commercial plaza with 18- and 16-storey towers holding 560 homes. The City's page shows a statutory public meeting on April 5, 2022 and no later decision, appeal or revised plan.

The details

The proposal

ICP Developers Inc. has applied to amend the Official Plan and the Zoning By-law for 1860–1900 Appleby Line in Ward 4. The City's project page describes a three-phase mixed-use development of one 18-storey building (Phase I) and two 16-storey buildings, with 560 homes, 1,581 square metres of retail space and 1,820 square metres of office space on the first and second floors. It also describes privately owned, publicly accessible space through the centre of the site.

How it compares with the rules in 2022

The 2022 staff report says the lands were zoned Uptown Employment with a site-specific exception, a zone that does not permit residential uses, so a zoning amendment is needed. The report adds that the 2020 Official Plan designates the north side of the site, where the towers would go, as Uptown Core, and that this designation caps height at twenty storeys and considers a floor area ratio of 3.5:1 appropriate. The proposal's Phase I floor area ratio of 3.8:1 is above that figure; Phase II matches it and Phase III is below it.

The developer's 2021 Housing Impact Statement describes the 560 units as condominium apartments, including three affordable units. These are the applicant's own figures from late 2021, not a City commitment.

Where the file stands

Public steps shown on the City's page
  1. Done: June 17, 2021

    Pre-application community meeting, held virtually.

  2. Done: April 5, 2022

Statutory public meeting. Staff recommended continuing to process the applications and bring a recommendation report to Committee and Council later.

  3. Next: Recommendation report and decision

None is posted on the City's page, and no appeal is listed.

The City's page now names a different representative for the applicant than the 2022 report did, and the supporting studies it links include a Housing Impact Statement dated November 2021 and a Transportation Impact Study dated October 2021. The page does not say whether the plan has been revised. The traffic study assumed build-out in three phases, with Phase I in 2024 and full build-out by 2028; the first of those dates has passed.

How to follow it

The 2022 staff report said staff would bring a subsequent recommendation report to Committee and Council once public and agency comments and the technical review were done. Residents can subscribe to the project page at subscribe.burlington.ca, or ask the planner on file in Community Planning, at 905-335-7777 extension 7913, whether a revised submission has been received.
