Utilities in Burlington: hydro, water and gas

Who supplies your electricity, water and natural gas, who bills you, and how to open or move an account.

Electricity: Burlington Hydro

Who supplies electricity in Burlington?

Burlington Hydro Inc. is the local electricity distribution company, delivering power to over 69,000 homes and businesses across Burlington. It is regulated by the Ontario Energy Board and owned by Burlington Enterprises Corporation, a company wholly owned by the City of Burlington.

How do I open a Burlington Hydro account when I move in?

Use Burlington Hydro's online form, giving at least 10 business days' notice so it can respond to your service connection request. Have valid personal identification, phone number, complete service address, move-in date and email address ready. The account is registered in the name of the property owner or tenant, and a one-time account start-up charge of $30 plus HST applies. Depending on your account type and credit history, a security deposit may also be required.

If Burlington Hydro learns of the move only after it has happened, responsibility for charges before your account opens is between the previous and current occupants. Residential customers can apply for a deposit waiver, which involves a non-refundable $15 credit check fee.

How do I move or close my Burlington Hydro account?

Moving within Burlington, you can transfer your account with the online move form, giving both your old and new addresses and your move-out and move-in dates. Leaving Burlington Hydro's service, use the move-out form to cancel and give a forwarding address for your final bill. Burlington Hydro asks for at least five business days' notice either way, and you will need valid government-issued ID, your service address and move dates, contact information and proof of occupancy such as a lease or ownership documents.

How do I report a power outage?

Report it on Burlington Hydro's outage map, which shows outage locations, customers affected and estimated restoration times, updated every five minutes, or call the emergency hotline at 1-877-310-4937. Before calling, check whether your neighbours have power and that all breakers, including the main breaker, are on.

For a downed or sparking power line, stay back at least 10 metres and call 911. If people or property are at risk, call 911 immediately.

Water and wastewater: Halton Region

Who provides water and sewer service in Burlington?

Halton Region is responsible for water purification and distribution and for wastewater treatment and collection in Burlington, and it sets the water and wastewater rates. The charges are billed by Burlington Hydro on Halton Region's behalf, so questions about your water bill go to Burlington Hydro at 905-332-1851.

How is my water bill worked out?

Residential water meters are read and billed every two months through your local hydro utility. Every account pays a fixed service charge based on the size of the meter, plus usage charges for water and for wastewater per cubic metre used. The rates below took effect on January 1, 2026.

Most residential customers are billed bi-monthly, so twice the monthly service charge appears on each bill.

Who is responsible for the water account, the owner or the tenant?

Halton Region charges for water and wastewater through your local hydro provider, on the same utility account. A property owner can assign a third party, such as a tenant or property manager, to maintain the account, but unpaid water and wastewater charges can still be added to the property's tax bill and collected from the owner like unpaid municipal taxes.

What should I do about water charges when I buy a home?

When ownership transfers, contact the local hydro provider for the final water meter reading and transfer information, which covers unpaid water and wastewater charges and known compliance issues such as obsolete equipment. If this information is not requested, outstanding balances and compliance issues transfer with the property and become the buyer's responsibility.

Who do I call about a leaking or broken water meter?

If your water meter is leaking, malfunctioning, making noise or its sensor is disconnected, email accesshalton@halton.ca or call 311 for service. The meter is usually in the lowest level of the home, where the water service line enters, next to the main shut-off valve.

Halton Region is replacing analog water meters with a wireless digital system. Property owners are responsible for the services, plumbing and devices on private property.

Natural gas: Enbridge Gas

Who supplies natural gas in Burlington?

The City of Burlington's utilities page lists Enbridge Gas as the natural gas utility, describing it as Canada's largest gas distribution company. Billing, payments and your gas usage are handled by Enbridge Gas directly, not by the City or Burlington Hydro.

How do I start or move my gas service?

Submit your move online with Enbridge Gas. You need your new address, which you can check is in Enbridge's service area with its postal code look-up, and your move-in and move-out dates. A one-time New Account Charge for account and meter set-up appears on your first bill at the new property, along with a new Enbridge Gas account number, so update the account number in your bank's bill payment settings once that bill arrives.

If the property does not have natural gas installed, Enbridge's connect-to-gas process applies, and an expansion surcharge may apply depending on your address.

What do I do if I smell gas?

From a safe distance, such as a neighbour's home, call Enbridge Gas's free emergency response line at 1-866-763-5427, available 24 hours a day, 7 days a week, or call 911. For billing and payment questions, Enbridge Gas customer care is 1-877-362-7434, Monday to Friday from 8 a.m. to 6 p.m., closed holidays.
