The details

What Council approved

On July 21, 2026, Burlington City Council approved the applications that Bousfields Inc. submitted for the Alinea Group to amend the Official Plan and Zoning By-law for 1200 King Rd., in Ward 1. Council approved Official Plan Amendment No. 9, as modified by planning staff, and passed Zoning By-law 2020.524. The City's July 21 decision highlights say the zoning by-law is not to take effect until Official Plan Amendment No. 9 is adopted.

What is proposed

The City's notice describes a mixed-use development laid out as 26 blocks: four mixed-use development blocks, one entertainment block, three educational blocks, six residential blocks, one park block, two natural heritage system blocks, three Indian Creek blocks, two stormwater management pond blocks, one landscape buffer block, two Ministry of Transportation property-line blocks and one future development block.

The notice lists the site's existing Official Plan designations as Business Corridor, General Employment, Mixed Use Corridor – Employment and Employment Commercial. It says the lands include a Natural Heritage System with woodlands, a wetland and tributaries of Indian Creek, and that three site-specific policies already permit recreation and entertainment uses, including a possible sports arena or stadium. The Official Plan amendment sets out what the City calls a planning framework for the "King Road Community" and redesignates the lands; the City's register describes its purpose as establishing a framework for the area as a complete, integrated and inclusive urban village.

The appeal

The City's Official Plan amendments register lists Amendment No. 9 as "Appealed" and links an Ontario Land Tribunal case file. The City's development project page for 1200 King Rd. also carries the status "Appealed". Neither page says who filed the appeal, when it was filed or whether a hearing or case management conference has been set, and neither names a Tribunal case number. The notices of decision give August 19, 2026 at 4:30 p.m. as the last day to appeal, so that window has closed.

Under the notices, only certain parties can appeal an Official Plan amendment: the Minister where the Act allows, the applicant or other person who made the request, specified persons and public bodies, and registered landowners in the plan area who made submissions before it was passed. Other people can be added as parties at the Tribunal only if they made oral or written submissions before the decision or the Tribunal finds reasonable grounds. The City's pages do not say whether the zoning by-law was appealed separately.

What the City's pages do not say

  • A number of homes. None of the City pages read for this story gives a unit count, building heights, floor area or density for the 2026 applications.
  • The conditions attached to the holding symbols that the zoning by-law places on the new zones.
  • The outcome or schedule of the appeal.

Where to follow it

The City points to burlington.ca/1200kingchanges for the application materials and studies. Questions go to the two planners named on that page, in Community Planning at 905-335-7777. Archaeological materials received for the application are not posted online; the City says they can be viewed by appointment with Community Planning staff.
