Bronte Creek Meadows Phase 1: Council rezoned the first stage in June, with about 597 homes, and the subdivision has draft approval
The first phase of Alinea's Bronte Creek Meadows community in northeast Burlington, about 597 homes on 254 lots and blocks, was rezoned on June 23 and draft approved. The City lists it as approved, and the appeal dates have passed.
The details
What was approved
Bronte Creek Meadows is a planned community in Ward 5, northeast Burlington. The City's project page covers Phase 1, on lands at 5164, 5366, 5470 and 5900 Upper Middle Rd. and 5201 Mainway. The applicant is the Alinea Group, represented by Bousfields Inc. The City lists the project's status as "Approved".
- 254 lots and blocks, with about 597 new residential units
- Single-detached, townhouse and medium-density mixed-use residences
- Parks and open space, employment, natural heritage and stormwater management blocks, and a new public road network
- Official Plan Amendment 505-02/26; Zoning By-law Amendment 520-02/26; Draft Plan of Subdivision 510-01/26
- By-law 2020.520, passed June 23, 2026 (report DGM-38-26); eight comments and one delegation at the June 9 public meeting, none at Council
- Draft approval granted by the Director of Community Planning; last day to appeal July 29, 2026
The City's notice says By-law 2020.520 rezones the lands to permit Phase 1 of the Bronte Creek Meadows Community, "a mixed-use complete community" with residential, commercial, institutional and employment uses. The notice is dated July 8, 2026. The last day to appeal the by-law to the Ontario Land Tribunal was July 28, 2026, at 4:30 p.m. The City's notice of decision on the subdivision gave July 29, 2026 as the last day to appeal, with the decision becoming final if no appeal request arrived by then.
Draft approval is not the last step. The City's notice says conditions apply to approval of the final plan for registration, and the conditions themselves are in a PDF attached to the notice. The City's page also lists a pre-application community meeting on October 1, 2025 and a statutory public meeting on June 9, 2026.
What is not on the City's page
- A construction start date, or the dates for registering the final plan.
- Later phases. The City's page covers Phase 1 only and gives no figures for anything beyond it.
- A separate decision notice for the Official Plan amendment that the project page lists as part of the file. The pages read for this story include the by-law and draft-approval notices only.
Schools in the area
The Halton District School Board names Bronte Creek Meadows, with Evergreen, as one of two secondary-plan areas in northeast Burlington. It says both are now directed to John William Boich Public School and that, because there is space closer to Bronte Creek Meadows, it is prudent to review those catchment areas. The board's Northeast Burlington–Alton elementary review is scheduled to begin in winter 2026/2027, with changes expected from September 2028. A boundary change would be the board's decision, not the City's, and the board has posted no options yet.
