Council approves two Plains Road buildings, refuses a 25-storey tower and the Millcroft Greens subdivision
At its September 29 meeting, Burlington Council approved an eight-storey and an 11-storey building on Plains Road East, refused a 25-storey mixed-use tower at 1376 and 1382 Plains Road East, and refused 138 homes proposed on Millcroft golf course lands.
What Council decided
Burlington City Council dealt with four development files at its regular meeting on September 29, 2026, according to the City's decision highlights. It approved two Official Plan and Zoning By-law amendments on Plains Road East and refused two other proposals, one on Plains Road East and one on the Millcroft golf course lands.

The two approvals
Both approved applications were submitted by Weston Consulting on behalf of the property owners. At 235 Plains Rd. E. and 1022 Gallagher Rd., Official Plan Amendment No. 167 redesignates the lands as "Mixed Use Corridor – General" with site-specific policies, and Zoning By-law 2020.527 rezones them to a site-specific H-MXG-580 zone, for an eight-storey residential building plus mechanical penthouse.
At 517 Plains Rd. E., Official Plan Amendment No. 166 applies the same Mixed Use Corridor – General designation, and Zoning By-law 2020.526 rezones the site from MXG to a site-specific H-MXG-579 zone, for an 11-storey mixed-use building plus mechanical penthouse. In both cases, the City says the zoning by-law does not come into effect until the matching Official Plan amendment is adopted.
The 25-storey refusal
Council refused Official Plan and Zoning By-law amendments submitted by Bousfields Inc. for 1376 and 1382 Plains Rd. E., plus three parcels to be conveyed from adjoining Canadian National Railway lands. The City's development page for the Ward 2 site describes the proposal as a 25-storey building with 283 residential units and 400 square metres of ground-floor retail.
Millcroft Greens
Council also refused both the Official Plan amendment and the draft plan of subdivision submitted by Macaulay Shiomi Howson Ltd. for Millcroft Greens Corporation and 1000835226 Ontario Inc. The proposal, in Ward 6, would have reconfigured remaining golf course lands into six development areas with 73 detached homes and 65 townhouses on six private roads, plus blocks for open space, landscaping, natural heritage and stormwater management.
A separate provincial route is still open. The City's project page notes that the applicants also asked the Province for a Minister's Zoning Order. Ontario's Environmental Registry shows that the Ministry of Municipal Affairs and Housing posted the request for comment from June 5 to July 5, 2026; it covers about 138 homes at 2155 Country Club Drive and would add long-term care and retirement home uses at 4274 Dundas Street. As retrieved on October 8, the registry notice was still at the proposal stage, with no decision posted.
