Burlington moves to lift zoning holds for 71 townhouses on Old Plains Road West and four on Maple Avenue

Two City notices say Burlington intends to remove the holding (H) symbol from 1497 to 1511 Old Plains Rd. W. and from 759 Maple Ave., letting already-approved townhouse zoning take effect. The Maple Avenue by-law can be passed on or after October 29.

The details

The notices

The City of Burlington has posted two Notices of Intention to Remove a Holding (H) Symbol under the Planning Act. Each notice says removing the "H" prefix from the zone permits the underlying zone category to take effect.

The two notices (City of Burlington)
1497, 1499, 1505 and 1511 Old Plains Rd. W.
By-law 2020.528; removes the H prefix so Residential Medium Density RM3-563 and RM3-564 zoning takes effect; applicant intends 71 townhouse units; notice dated October 2, 2026
759 Maple Ave.
By-law 2020.529; removes the H prefix so Residential Medium Density RM2-546 zoning takes effect; applicant intends four four-storey townhouse units in one block, reached from Maple Avenue by a private road; can be passed on or after October 29, 2026; notice dated October 9, 2026

Old Plains Road West

The October 2 notice says Council intends to pass By-law 2020.528 under delegated authority; it does not give a date. The City's project page for the site, in Ward 1, lists the Official Plan and zoning amendment applications (files 505-03/25 and 520-04/25) as approved, after a statutory public meeting on June 10, 2025. That page describes the proposal as 75 three-storey stacked townhome units of one and two bedrooms, built in two phases of 51 and 24 units, with vehicle access from Plains Road, one parking space per unit and 11 visitor spaces. The October notice gives the applicant's intention as 71 townhouse units; the notice does not explain the difference.

759 Maple Avenue

Under By-law 71-2023, Council delegated authority to lift holding zones to the Director of Community Planning, who the October 9 notice says intends to pass By-law 2020.529 on or after October 29. The City's project page for the Ward 2 site lists the application (file 520-12/24) as approved, following a statutory public meeting on February 28, 2024, and describes two parking spaces per unit.
