The City of Burlington opened registration on October 2 for its 2026-2027 Windrow Clearing Program, which clears the ridge of snow a plow leaves at the end of a driveway for residents who cannot do it themselves. Registration runs from October 2 to November 7, 2026, or while spots remain. The service runs each year from December 1 to March 31.

Who qualifies for the reduced fee
Council approved the current fee model, including the 50 per cent reduction, in June 2026. A resident qualifies for the reduced fee if they meet any one of these criteria:
- They are 65 or older.
- They have a disability or physical limitation that prevents them from clearing the windrow, and no able-bodied person aged 16 to 65 lives at the property.
- They receive the Guaranteed Income Supplement or Ontario Disability Support Program benefits.
- They are enrolled in the City's Recreation Fee Assistance Program or Transit Low Income Pass Program.
For this season, applicants confirm their own eligibility rather than submitting documents. The City says it chose self-attestation to avoid asking for personal or sensitive records, but that it may audit selected registrants and ask for proof where needed.
How to register
Residents can register online through a Live and Play account, under Course Registration and then Other City Services, choosing either the standard or the reduced-fee program. In-person registration is available at Service Burlington in City Hall (426 Brant St.), the Burlington Seniors' Centre (2285 New St.) and Tansley Woods Community Centre (1996 Itabashi Way).
- A property with two driveway entrances needs both registered and paid for.
- Cars, planters and basketball nets must be moved away from the base of the driveway, or service will be missed.
- Windrows are cleared to a snow-packed surface, not bare pavement, and the program does not cover ridges left by sidewalk plows.
- The City says late registrations cannot be accommodated, because crews plan the season around the confirmed list.
