Spruce Avenue closure extended into December as watermain delays push road rebuild to 2027

Council has extended the full closure of Spruce Avenue near Shoreacres Creek until Halton Region's watermain work is done, which the City expects in December 2026. Road work on Spruce is now delayed to 2027, with completion expected in spring or summer.

What changed

At its September 29 meeting, Burlington City Council authorized an extension of the already-approved closure of Spruce Avenue between Shoreacres Road and Goodram Drive, according to the City's decision highlights. The closure now lasts until the trenchless watermain construction is complete, which the City expects in December 2026. The project page describes the full closure at Shoreacres Creek as extended to the end of November or December 2026.

The City says the watermain work on Spruce Avenue has been delayed by supply-chain issues and utility conflicts. As a result, the road work on Spruce Avenue moves to 2027, with completion expected in spring or summer 2027. Disrupted areas are to be temporarily repaired for the winter.

The project

The Spruce Avenue Area Minor Reconstruction is a joint City of Burlington and Halton Region project awarded to King Paving & Construction. Halton Region is replacing the watermain and water service connections on Spruce Avenue, while the City is renewing asphalt, curbs, storm sewers, sidewalks and streetlights.

Where the work stands

  • Goodram Drive, Shoreacres Place and Mackay Court: storm sewer, curb and sidewalk work is complete. As of October 8, the project page still listed asphalt paving as scheduled for the end of September or early October and did not say whether it had been done.
  • Spruce Avenue: watermain installation is ongoing and water services are expected to be finished by the end of 2026.
  • Spruce Avenue road works: expected to be completed in spring or summer 2027.
  • Lane restrictions and short-term closures continue during construction, and the City says residents keep access to their homes.
